Portland Public Schools promised to give nearly 3,100 struggling readers in grade three and younger access to literacy coaches during the teacher strike to help maintain their reading skills. But only a third of students offered the help chose to take part.

Reading specialists said the 2,000 plus struggling readers who didn’t access the coaching likely experienced a setback.
